Title: Request for discussion on upgrading Traffic Control Center of Ulaanbaatar

Mongolia has received financing from the World Bank toward to the cost of Ulaanbaatar Sustainable Urban Transport Project (USUTP).  USUTP intends to undertake Early Market Engagement to solicit input/discussion on upgrading traffic control center aspects of this project.

 Background information

The Ulaanbaatar Sustainable Urban Transport Project (USUTP) aims to develop a comprehensive framework for sustainable urban mobility in Ulaanbaatar, and to reduce traffic congestion and improve road safety on selected corridors.

To achieve these goals, a key component of the project involves enhancing the traffic management system. This includes upgrading the existing Traffic Control Center to a more advanced and integrated system, ensuring seamless coordination of traffic flow and road safety measures.

Upgrade of Centralized systems such as the Advanced Transportation Management System (ATMS), which will integrate functionalities including but not limited to Advanced signal management system, Traveler information system, Signal controllers, Smart Pedestrian Crossing System, VDS&AVI and Traffic Enforcement Cameras.

 Key-proposed features and procurement approach

The below proposed features are of most relevance to the forthcoming project, and it is on these that we are seeking feedback:

Key proposed features:

  • Acquiring traffic data: Gathering data on vehicle flow, speed and accidents through sensors, VDS & AVI, GPS devices, cameras and other monitoring systems.
  • Data processing: Analyzing collected data to extract insights, identify traffic patterns, congestion hotspots, and incidents such as road closures.
  • Streamline traffic operations: Optimizing traffic flow, safety and minimizing congestion by adjusting signal timings and coordinating with emergency services.
  • Communicating information to the Public: Current traffic flow updates through various channels variable message system (VMS), mobile application and web application etc.
  • Integration with existing AI cameras, data center, other subsystems and other USUT projects: The possible solution may include an adaptive traffic control system, data analytics engine, and related components designed to integrate with Ulaanbaatar’s existing AI cameras, data center, other subsystems and other USUT projects.
  • Communicating with Government agencies: Accurate predictions of traffic flow can assist with route planning and decision makers.
  • Public Transport Optimization: Integrating with real-time public transport information system for arrival information. The citizens and passengers can receive the most accurate transportation.

Proposed procurement approach:

It intends/proposes to select a single responsibility contractor as a supplier for entire ITS.

The procurement process will be conducted in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers.
