- Mongolia has received financing from the World Bank toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP), and intends to apply part of the proceeds toward payments under the contract for Procurement of IT packages including equipment, hardware, software, licenses, installation and training for traffic control systems, the traffic control room and on-street traffic control systems.
- The Governor’s Office of the Capital City now invites sealed Proposals from eligible Proposers for the design, supply, installation and training for traffic control systems on the Ulaanbaatar Traffic Control Center. The Information System required is an Advanced Traffic Management System (ATMS), which will function as the central platform for managing traffic operations across the city. The ATMS shall be delivered as software product, configurable and scalable to meet the operational and institutional needs of the Traffic Control Center (TCC). Installation and commissioning of the system will be carried out at 200 signalized intersections and pedestrian crossings located throughout Ulaanbaatar, with system access also available from the TCC.
The ATMS is to be deployed as a modular platform consisting of a core system and twelve subsystems/modules. These include: (1) Advanced Traffic Management System Client Subsystem, (2) Traffic Signal Subsystem, (3) Simulation Subsystem, (4) Big Data analytics databases Subsystem, (5) Traveler Information/VMS Subsystem, (6) CCTV Video Management Module, (7) Vehicle and Traffic abnormal conditions detection Subsystem, (8) Center-to-Center (C2C) Communication Module, (9) Traffic Enforcement Subsystem, (10) RFID Module, (11) Smart Pedestrian Crossing Module, (12) Smart Parking Subsystem, (13) Public Transport Control Center (PTCC) Subsystem, and (14) Additional Modular Items as needed. While some of these modules will be newly developed and deployed, others are existing systems that will be upgraded or integrated into the unified ATMS software environment. All subsystems and modules shall operate within a unified software environment and be accessible through a single Graphical User Interface (GUI).
The system shall support real-time monitoring and control of field equipment and secure remote access via a web-based interface. It will operate within the existing network architecture of the TCC and comply with the detailed functional and technical specifications set forth in Section VII – Purchaser’s Requirements.
The anticipated date for commencement is in the first quarter of 2026, and the tentative implementation duration is about 18 months.
- The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Proposal cost: 20%

- The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MNT 1,000,000 (One million tugriks). The Request for Proposals document will be sent by e-mail.
- Proposals must be delivered to the address below on or before Oct 14, 2025 at 10.00 a.m. (GMT+8). Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on Oct 14, 2025 at 11.00 a.m. (GMT+8). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
All proposers who have purchased the Request for Proposals will be notified of the exact date, time, and location or online meeting link for the Pre-Proposal meeting via their registered email address within 20 Business days from Publication date.
- All Proposals must be accompanied by a “Proposal Security” of USD 30,000 (Thirty thousand USD).
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
