Procurement Regulations

Tenders related to the project are announced and organised in accordance with the World Bank’s procurement procedure and announcements are on the World Bank’s and the Capital city Ulaanbaatar’s website and the domestic media and news.

The Loan Agreement of the USUTP project between the Government of Mongolia and the International Bank for Reconstruction and Development (a joint venture between the World Bank and the International Monetary Fund) was ratified by the State Great Khural of Mongolia on December 23, 2021. According to the agreement, the procurement of “Ulaanbaatar Sustainable Urban Transport Project” * will be carried out according to the procurement procedure of the World Bank.

According to Procurement Procedures clause of the Loan Agreement:

“All procurement of goods and works to be financed from the line of credit shall be conducted in accordance with the World Bank’s ‘Procurement Procedures’ approved in 2020 /as amended.” In other words, all works and procurement of goods financed under the project shall follow the procurement guidelines of the World Bank. Similarly, all consultancy services financed under the project will be selected in accordance with the World Bank procurement guidelines below..
