Assignment Title: Consultancy Service for Preparation of Feasibility study and Detailed design for upgrade of Public Transport Control Center

Reference No. (as per Procurement Plan): PTS-C1-1

Through its Ministry of Finance, Mongolia has received a loan from the World Bank toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Feasibility Study, Development of Detailed Design, and Preparation of Bidding documents for the Public Transport Control Center (PTCC) in Ulaanbaatar. Objectives of this assignment are (i) conduct a feasibility study for upgrading of PTCC, (ii) develop a detailed design and technical specifications for upgrading of PTCC and (iii) prepare bidding packages for the hardware and software implementation to upgrade the PTCC.

The anticipated date for commencement of the service is in the 4th quarter of 2024 and the tentative duration of the assignment is about 9 months.

The Municipality of Ulaanbaatar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • At least 10 years of general experience related to public transport;
  • Specific experience in feasibility studies, detailed designs and technical specifications for upgrading of Public transport control center during the last 5 years by demonstrating 2 (two) successfully completed similar assignments, each amounting to not less than US$ 250,000 (provide evidence documents);
  • Technical and managerial capability of the firm.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
