- Mongolia has received financing from the World Bank toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP), and intends to apply part of the proceeds toward payments under the contract for Implementation of a Smart Parking Management System (SPMS).
- The Governor’s Office of the Capital City now invites sealed Proposals from eligible Proposers for a Smart Parking Management System (SPMS) in Ulaanbaatar. The scope of the proposed work includes: a backbone parking management system that integrates public and private parking information, payment systems, enforcement, and field equipment; detailed designs (improving on existing preliminary designs) and the implementation of civil works based on those designs to improve the parking at three selected pilot sites (one off-street and two on-street) where the proposed SPMS system will be deployed and tested in preparation for a citywide deployment after the successful completion of this contract; and the delivery of technical assistance/capacity building to enable the city to operate the systems and to carry out future ongoing parking management.
Anticipated contract commencement is in 1st quarter of 2026, and the estimated contract period is 16 months.
- The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Proposal cost: 30%
- Interested eligible Proposers may obtain further information from Ulaanbaatar Sustainable Urban Transport Project, Tsolmon Batchuluun, tsolmon@usut.mn, procurement@usut.mn and inspect the request for proposals document during office hours from 09:00 to 17:00 hours at the address given below.
- The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of MNT 900,000 (Nine hundred thousand tugriks). The method of payment will be by bank transfer to the following account:

- Proposals must be delivered to the address below on or before Oct 23, 2025 at 10.00 a.m. (GMT+8). Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on Oct 23, 2025 at 11.00 a.m. (GMT+8). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
Pre-Proposal Meeting will be held on Oct 02, 2025 at 10.00 a.m. (GMT+8).
- All Proposals must be accompanied by a “Proposal Security” of USD 20,000.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
