Assignment Title: Consulting Service for Supporting Environmental and Social activities

Reference No. (as per Procurement Plan): IMP-C2-1

Through its Ministry of Finance, Mongolia has received a loan from the World Bank toward the cost of the Ulaanbaatar Sustainable Urban Transport Project (USUTP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supporting the USUTP in designing, implementing, and monitoring all (including Sub-projects) Environmental and Social (E&S) activities throughout the Project implementation period. This support will ensure compliance with the World Bank’s Environmental and Social Framework and adherence to national regulations.

The anticipated date for commencement of the service is in the 4th quarter of 2024 and the tentative duration of the assignment is about 24 months.

Governor’s Office of the Capital City now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The ranking evaluation criteria for interested firms are:

  • General experience in consulting service for projects financed by International Financial Institutions (IFIs) or international organizations;
  • Experience in determining and reporting social impacts, including land acquisition and resettlement on the road sector for at least 5 (five) years;
  • Experience with at least 3 (three) contracts involving tasks similar to those required under this contract, including the development and implementation of Environmental and Social Management Plans (ESMP), Environmental and Social Impact Assessment (ESIA) and other required documents in compliance with IFIs or international organizations;
  • Technical and managerial capability of the firm. Key Experts will not be evaluated at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations. The best qualified and experienced firm shall be selected and only this one selected firm shall be asked to submit a combined technical and financial proposal.
